HSF Advisory Group

Mandate

The purpose of the Advisory Group (AG) is to represent HSF Engaged Communities (ECs) that contribute to HSF activities, in order to provide strategic input to the HSF on their long-term strategies and needs. The AG is an advisory group and not a decision-making entity; decisions on HSF strategy are taken by the HSF Steering Group (SG). Engaged Communities are envisaged to cover major HEP experiments (including the LHC experiments) and WLCG.

Composition

The Advisory Group is composed of an elected AG chair, the Steering Group chair, and one other member of the SG who acts as the Group Secretary. The AG Chair is elected (see below) by the AG members for a period of two years, renewable once. The rest of the AG is made up of representatives from the Engaged Communities, nominally one person from each EC. Proposals for inclusion in the AG can be made to the SG, and/or the SG may suggest that an EC should make a proposal. Proposals are discussed at the next AG meeting, with the AG chair taking the final decision.

Every EC represented on the AG must have:

  1. An “Engaged Communities Contact” - who can speak on behalf of their community, e.g., the spokesperson or computing coordinator of an experiment. This is the AG chair’s point of contact with the EC. The EC Contact appoints the AG member for their community, and this member can be themselves.
  2. An “Advisory Group Member” - who can speak on behalf of the EC in AG meetings and therefore needs to be aware of their EC’s contributions to HSF activities. If appropriate for a community, the EC Contact and the AG Member can be the same person.

The Advisory Group chair is responsible for ensuring that the EC Contact is up to date as, e.g., computing coordinator terms are decided by their collaborations. The AG chair can advise the EC Contact on selecting a suitable AG member. The AG chair is also responsible for ensuring that AG members are active in fulfilling the needs of the AG. Nominally AG members have a term of 2 years at which point their position should be rediscussed with the EC Contact, or earlier, if necessary. If an EC stops actively engaging with HSF, their AG membership would be allowed to lapse.

Meetings

A nominal meeting schedule consists of one AG meeting per year, arranged to precede SG meetings so that AG input can be discussed there. The AG chair is responsible for deciding on the meeting agenda and will consult with the SG chair on this; AG meeting minutes are distributed among the AG members and are not made publicly available.

Advisory Group Chair Election

The Advisory Group chair is elected annually and serves for 2 years, serving a maximum of 2 terms. The Steering Group secretary serves as returning officer and is in charge of running the election. Candidates for the chair of the Advisory Group can be nominated and can self-nominate. The election will be held by confidential ballot. In the case of a tie, with more than two candidates, the top two candidates are retained and a second round is held. If there is still a tie after the second round, the SG chair is decided by lot.
